I think the Arabian Peninsula's demand for a shut down doesn't reference either one as a carrot for bargaining.

It's not clear from the interview if the demand to shut down Al Jazeera refers to both the English and Arabic versions or only the Arabic.

No, but it has come across as a complete shut-down, as both are part of the same news outlet.
