if the act of choosing is what makes it good then what do you say about people that chose poorly? is every choice no mater the person a good choice?

What Sartre would say is that poor choices are possible, since we do have criteria by which we decide good from bad - but according to him, at bottom, we also decide those criteria

ohhhh soo the choice was good for that person because of the criteria of that person. and if someone else came up with a different set of criteria for the same situation then they might have a different belief of which choice was good. right?

Yes, that's correct, and more or less what Sartre has in mind. Now whether one can actually live that out, that's an entirely different matter!
