You can back-up all of your photos to the cloud and still access them from your phone at any time.

Yes you can indeed do that. You get 5GB for free with our Apple account, then you have to upgrade if you run out of space.

If you are on Windows 7 or above and connect your iPhone you should see an window appear called 'Import Pictures' or 'view files'. If you have already done this in the past go to Computer in the control panel and right click on your Apple iPhone icon. Be sure to select trust this computer on iPhone. Click on Import pictures and videos then import settings. You can then select the destination folder for your images and there is also and option to enable erase photos from device.
