Why should an act of considering and evaluating beliefs have any connection to the equilibrium? The considering and evaluating beliefs can result in accepting only one belief of many as true, thus in an obvious disequilibrium. Do you mean that the act of C&E should be logically coherent? Is the RE = logical coherence? Does the RE mean that one has to consider all the believes in an equal, logically consistent way? The definition needs to be improved.
