One of the most successful long term developments of dead waterfront space is The Inner Harbor complex in Baltimore. Visited by over a million tourists each year, an extended harbor front walkway, a new ferry, high rise developments, a public park near Fort McHenry, and more. High rise developments, even with tax credits/abatements, create steadily rising real estate values and an appetite for more. Baltimore may be the best yet!.
